New FAQs have been posted to the OPA web site, including clarifications on hospital registration/recertification requirements.
APRIL 18-19 DATABASE MAINTENANCE COMPLETE
Maintenance on the 340B registration database is complete; the system now offers a tabbed view in the Covered Entity detail screen as well as a new history section that allows users to view key changes to a Covered Entity record over time. (Note: The system is only able to track changes made on or after 7/15/2011.) The database also include a new warning that large exports may result in degraded performance; OPA strongly encourages users needing large volumes of data to consider the system’s daily reports instead.
UPDATE ON HOSPITAL RECERTIFICATION (AS OF 5/15/2012)
The current schedule for Hospital Recertification is as follows:
- 4/20 Free Standing Cancer Hospitals, Children’s Hospitals, Rural Referral Centers and Sole Community Hospitals begin recertification (USERNAMES AND PASSWORDS WERE EMAILED 4/20)
- 4/27 Disproportionate Share Hospitals begin recertification (USERNAMES AND PASSWORDS WERE EMAILED 4/27)
- 5/4 Critical Access Hospitals begin recertification (USERNAMES AND PASSWORDS WERE EMAILED 5/4)<
Due to the large volume of hospitals recertifying, OPA's review of recertification information may extend until the end of June. You will know that OPA has completed its review when the Authorizing Official and Contact Person receive an e-mail with the subject "340B Recertification Complete for Hospital with Medicare Number ######". If you do not receive this e-mail by the end of June, please contact OPA.

DATABASE PERFORMANCE PROBLEMS
The 340B database is still experiencing intermittent performance problems. OPA is aware of these problems and continues working on them. If you experience a slow response time from the database or an error message, OPA recommends that you try to postpone your usage of the database until “off-peak” hours (late or early in the workday). Also, please consider using the system's daily reports versus exporting large volumes of real-time data.)
ENROLLMENT DEADLINES
Participation in the 340B Program normally begins on the first day of a quarter. The normal quarterly deadlines for submitting a 340B registration to OPA are a month before the start date in the 340B Program. The quarterly deadlines for registration submission to OPA are December 1 for the quarter beginning January 1; March 1 for the quarter beginning April 1; June 1 for the quarter beginning July 1; and September 1 for the quarter beginning October 1. Entities can submit an on-line registration by using the menu item “Register a Covered Entity” under the heading “Covered Entities”. For Hospital entity types, outpatient facilities can be registered at the same time as the initial hospital registration. If outpatient facilities are not registered at the same time as the initial hospital registration, then AFTER the initial hospital registration is approved outpatient facilities can be added by using the menu item “Register an Outpatient Facility” under the heading “Covered Entities”.
PUBLIC HEALTH EMERGENCY IN THE STATE OF NEW YORK
The public health emergency declaration for the State of New York has expired as of March 21; prospective 340B sites in New York will be enrolled under normal program timelines.
PUBLIC HEALTH EMERGENCY IN THE STATE OF MISSOURI
The public health emergency declaration for the State of Missouri has expired as of May 15; prospective 340B sites in Missouri will be enrolled under normal program timelines.
